Es handelt sich hier um die linguistische Analyse von ausgewählten Briefen an die Redaktion der Sendung ¡®Prisma¡¯ des DDR-Fernsehens. Diese Briefe tragen den Charakter von Eingaben. Im DDR-Alltag nahm die Eingabe als eine spezifische Form der Kommunikation und der Konfliktlösung zwischen Bürgern und Staat eine gewisse Sonderstellung ein.Unter sprachlich-stilistischen und kommunikativ-funktionalen Gesichtspunkten wird v. a. den Fragen nachgegangen, welche lexikalisch-grammatischen und stilistischen Eigenschaften den Eingabe-Texten zuzuschreiben und wie deren Struktur und die Strategien der Textkomposition zu beschreiben sind.In den Eingaben finden sich rhetorische Figuren, z.B. rhetorische Fragen, Metaphern oder Ironie. Es herrscht offensichtlich Humor als Grundton vieler Eingaben.Für die Verwirklichung einer Absicht seitens des Absenders werden Vertextungsstrategien eingesetzt. Zu den Strategien der Textkomposition gehören die Anrde, die Selbstdarstellung, der Bezug auf Normen und Werte, Verständnis zeigende Haltung und die Drohung. Unter rezeptivem Gesichtspunkt werden solche individuellen Strategien exemplarisch herausgearbeitet.Es ist offensichtlich, dass Eingabe-Texte die Appellfunktion als den dominierenden Sprechhandlungstyp haben. Es kann ihnen unter anderen Funktionen auch die Informationsfunktion zugeschrieben werden. Es kann angenommen werden, dass die dominierende Sprechhandlung in einem Text mit stützenden Handlungen sowohl in einer hierarischen, als auch in einer Interdependenzbeziehung steht.Für die Bestimmung der Textfunktion müssen nicht nur innertextliche, sondern auch au©¬ertextliche (kontextuelle) Kriterien berücksichtigt werden.Im Verlauf der Ausführungen wurde herausgestellt, dass die Gestaltung des Textes von der Textfunktion abhängig ist. Es ist also hervorzuheben, dass Textstruktur und Textfunktion in enger Beziehung zueinander stehen.

I. This article is a one-year study of the treatment of memorials in the Korean National Assembly from the opening of the 11th National Assembly, April 11, 1981. And the 11th National Assembly is the first National Assembly of the 5th Republic of Korea. Memorials refer to petitions that have not been signed by assemblymen within the Korean National Assembly law system, such as inquiries or complaints from the people. Memorials are various demands made by the people who want a political solution. Although the fulfillment of memorialist's desire as memorials purpose appears difficult, Memorials are still important and its data of analysis is very useful for Assemblymen when they make decisions about policy related some issues. II. By sorting memorials which are submitted into the National Assembly with main variables, specific characters of social problems can be estimated and Assemblymen can get the following valuable data for their policy making : 1. Analized data by Committee variables are useful to know the content distribution of social problems. 2. Through analysis of multi-memorials on the same issues can be estimated the range and strength of interest groups. 3. District analysis can be used for positive attitude of the district government. 4. Repeated social problems every year can be evaluated and expected to be solved prior to others by monthly and yearly analysis. 5. Analysis of number of memorialists who sign together is very important data which contributes to treat some issues sincerely like policy items. In the period of research the number of memorials which have memorialists above one thousand persons signed together is more than three percent of all memorials. In this case it is necessary to treat them as carefully as signed petitions by the assemblymen. III. Treatment of memorials is practically closed by the administrator of the committee at large, having no attention of the assemblymen. In most of the cases, legislative counsuls are responsible for memorials treatment. To solve social problems more positively it is necessary to improve the treatment system of memorials. Methods of improvement should be selected so that the assemblymen are able to approach the memorial problems more easily. IV. To make it high the level of fulfillment of memorials purpose there are several urgent administrative parts to be improved, as following : 1. It is necessary to enlarge T/O of the 5th grade legislative investigator who deals with memorials as his daily assignment. 2. It is helpful for the committee staff, legislative investigator and considerator, to divide their parts following to the bureau system of the executive branch of Government to be the specialist in their fields. 3. It is important to distribute assemblymen the status of memorials and results of treatment in the form of monthly report. 4. function of the subsection on petition should be enforced in order to make a good decision when choosing a responsible committee of memorials. 5. It is of utmost importance to give the committee officers the legal power of investigation in order to help them in the research process and to solve the problem of memorials more efficiently and positively. 6. Proper institutional apparatus to obtain information from the executive branch of Government should be installed in order to know the position of administrator and the status of administration. 7. For the improvement of the treatment system a more sincere study by a research team is asked for in the future.

This article aims to compare and analyse the contents and the forms of the two letters, ¡¸the letter sent again after 19days(ý­ä¨Îúìíݥ߾ßö)¡¹ by Han Yu(ùÛêï) and ¡¸the letter of petition for Sir Li Yijian(ß¾Ú¦ù»ì°ì¨ÊÛßÓÍëòçï×ßö)¡¹ by Liu Zongyuan(ê÷ðóêª). The two letters are similar in the contents of the awareness of the realistic situation, the view of an ideal politician, and the perspective of men in power. Though, those are different in the attitude toward the conclusion of the comparison, the attitude toward self and society, and the attitude toward self and power. Through the contents of the letters, we can discover the view of ¡®self¡¯ and ¡®world¡¯ on Han Yu and Liu Zongyuan. Futhermore, we can also find that the letter of Han Yu tends to be rational, while that of Liu Zongyuan tends to be emotional.

This study has focused on the agricultural situation of Seo sub-county (myeon) in Kyungju county, North Kyungsang province. The Irrigation Association of Seo sub-county was set up, because improvements to increase acreage output formed a part of the plan to augment rice production, and the Kyungju County Office encouraged the farmers to do that. In the process of its establishment, ignorant residents were obliged to affix their seal to a written consent illegally. We can gather from this background that the irrigation association was founded in the Seo sub-county unreasonably at that time. Without respect to most inhabitants, Japanese imperialists in the main did that arbitrarily. In consequence, opposition movements against the irrigation association arose intensely, its members instituting proceedings against a written consent. As a matter of fact, the farmers conducted campaigns against the irrigation association, because the water charges that were levied on land within the irrigation district, were substantially increased due to the construction of the Shimgok Reservoir (Shimgokie), the largest one in Seo sub-county. These movements arose persistently, not temporarily.

The system of licensed prostitution in the Japanese colonial period was a kind of colonial policies. The number of prostitute increased in the all period of Japanese colony, and prostitute suffered social contempt.In the early 1920's christian began purification movement as a part of temperance movement. It was affected by social evangalism, purification movement of Japan and the current of international purification movement. The christian purificaion movement was proceeded through a lecture meeting, street demonstration, and speech/publishing, a petition to the government- general.Chosun's economy collapsed in the 1930's and prostitution for livelihood spreaded widely, the purification movement concentrated on the relief of prostitute with understanding that prostitution problem was the discrepancy of social structure.The christian purification movement contained ; first, criticising of prostitute and human traffic as humanism, second, that licensed prostitution could not prevent a venereal disease, third, moral purism that emphasized both man's and woman's chastity, forth, the criticism of capitalism.The purification movement was one of the temperance movement that intended to eliminate decadence Japan widespreaded politically. Even though the purification movement didn't succeed in abolition of licensed prostitution, it was important in terms of the relief of prostitute and assertion of the abolition.

The local autonomy can be said to be 'the process that the local government based on a certain area (or district), is active in autonomously dealing with the autonomous affairs as the resources through its own or autonomous organization that residents require, with relatively having autonomy from the central government in accordance with a law.' As the local autonomy is based on a principle of democracy, which independently deals with matters that residents require, under the responsibility of regional inhabitants themselves, its institutional plan to secure can be sought in the local council. And, the local-council members who are constituting the local council, need to be familiar with the situations of the region and to be exactly understanding the contents of the needs from regional inhabitants. The purpose of this study is to activate the operation of local council, by analyzing the local-council activities centering on Sacheon-si council, deeply analyzing the derived problems, and putting forward a specifically alternative plan for this. It examined the function of Sacheon-si council by dividing into the function of representing residents, the function of policy decision, and the function of checking the executive organization. In terms of an index of analyzing the Sacheon-si council activities, as for the function of representing residents, it examined about the personal matters of local-council members such as academic background, age, job, and career for local-council members, and analyzed by dividing into other local-council activities in terms of the present status of the acceptance and the handling for an appeal and a petition, and as for the function of policy decision, it analyzed the present status of handling a bill of regulations and rules, the present status of handling a bill of agreement and approval, the present status of handling a bill of a proposal and the urging, and the opening day and the deliberation rate for the local council, and as for the function of checking the executive organization, it analyzed on the whole by having the inspection and the investigation analysis for the administrative affairs, the present status of the administrative questions, the activities of a committee system, and the present status of discussing a budget bill, as the indexes. As a result of analyzing about Sacheon-si council activities, the problems can be said to include the lack of residents' participation, the lack of specialty in lawmaking for local-council members, the vulnerability to the function of assistance for local-council members, and the institutional problem of the currently local government law. As for a plan to activate as the function of representing residents, it can be said the reinforcement of recognition for an attribute of representing inhabitants, and the strengthening of a role to collect public opinion, and as for a plan to activate as the function of policy decision, there are the expansion of legislation and the security of viability for regulations, the substantiality of a training aiming to develop the ability of local-council members, and the guarantee of specialty for local-council members, and as for a plan to activate as the function of checking the executive organization, it can be raised the substantiality of inspection and investigation for administrative affairs, the improvement in the election-district system, the activation of a committee system, and the reinforcement of activities for deliberating on a budget and approving the settlement. The local government system is not to be completed only by its introduction. The local autonomy can be settled only through an effort to proceed with reducing a gap between the participation in politics and the institutionalization. The local council members require an effort to be further specialized in doing the local-council activities, and the regional inhabitants need to have an interest and affection for the local council. Also, the comprehensive revision of the local government law is required so that the substantial local-council activities can be attained from variously restrictive lawful rights, and aiming to arrange for this foundation, it seems that there will need to be surely the cooperation of the executive organization together with an effort of the local council itself.
