This paper explores the possibility of strategic financing for local governments with a relative low level of financial power through the case of Ulleung county(including Dokdo). After introducing four criteria to evaluate the adequate resources for strategic financing, it reviewed various ways of financing from specific grant to special purpose tax not stipulated in law. Findings show that the establishment of special account has advantage in securing assured financing over the general account. In the premise of adopting special account for Ulleung region's development, tax-based financing(tax on traffic, energy, environment) is evaluated as the most adequate financial resource. In addition to this resource, if we expect the sustainable and notable development of Ulleung region, other financial resources through lottery fund, regional development tax, tour promotion fund, donations should be included in the special account.

Dodong and Jeodong seashore walkways in Ulleung Island are the most popular and representative geosites in the Ulleung¡¤Dokdo national geopark because they have not only good accessibility but also various picturesque landscape. Geotourism and education programs are available at the 2.7 km long geotrails along the coast. This area actually consists of various volcanic and volcaniclastic rocks such as autoclastic lava breccia, pillow lava, volcanic breccia, epiclastic volcanic rocks, pyroclastic rocks, and trachyte in ascending order. The main topics for geotour in this area are related with volcanological features and unique landscapes formed by erosion and weathering as follows: after the volcanic activity ceased, its geological environments changed from non-explosive shallow submarine to explosive subaerial island. The presence of breccia, pillow lava, tuff to lapilli tuff with palagonitization in matrix of volcanic breccia, and lava breccia indicates evidence that these were formed by subaqueous eruption of basaltic lava, followed by non-explosive quenching fragmentation under shallow seawater. The epiclastic volcanic rocks formed by landslide at steep slopes during volcanic quiescence. As thickness of the volcano increased, subaerial environment emerged, with welded tuff formed by heat and load coincidently with pyroclastic rocks formed due to explosive eruption. This area can serve as the excellent geoheritages suitable both for geological sightseeing and education sites because there are the above abundant and valuable volcanological assets. The geopark office has established an activation plan to expand geotrails into many ways, publications of leaflets and signboards for geosites, invigoration of the geotour center, and so on, which can help the geosite of the Ulleung¡¤Dokdo national geopark be activated.

The purpose of the study was to analyze what was background that squid, a representative specialty of Ulleungdo and residents¡¯ major source of income, appeared and how it acquired fame of specialty and how its continuity was realized through literary data and field survey. Ulleungdo dried squid was made by Japanese people advancing into this place when Japan¡¯s colonial rule of Korea was started. Japanese people advancing into Ulleungdo in 1903 discovered squid ground in the sea near Ulleungdo. After that, Japanese people¡¯s advance into Ulleungdo was increased and partial residents concentrated their efforts on catching squid. As a result, it became the largest dried squid area of production in the whole nation in 1910. In 1914, Japanese people opened a sea route for the fishing industry and fish market and made a foundation to export Ulleungdo products. Besides, residents concentrated their efforts on producing dried squid to settle a problem of famine by exchanging it with food to prepare for year of famine. Ulleungdo was booming as the largest area of production of dried squid all thourgh the Japan¡¯s colonial rule of Korea. After Korea¡¯s independence from Japan, Ulleungdo residents caught squid with fishing tools remained by Japanese people and produced good-quality dried squid with dry technology developed from Japan¡¯s colonial rule of Korea. The dried squid was Korean major export products in 1960s and outsiders repeatedly expressed residents¡¯ image of dried squid through mass media including newspaper and broadcasting. In 1967, a song putting Ulleungdo residents¡¯ living image sung by a pop singer ¡®Lee Sisters¡¯, and Ulleungdo could an image that a lot of dried squid were produced. It has been well-known widely in South Korea. By development of power vessels and fishing technology in 1970s, near Ulleungdo with abundant fishes, even people in East Sea crowded into Ulleungdo and squid gathering was in fashion. Even partial fishermen on land transferred into Ulleungdo. By the influence, in Sokcho, Donghae and Jumunjin of the eastern coast of Korea, dried squid was emerging to be a special product. Besides, by an increase in consumption of domestic favorite food in 1980s, Ulleungdo could secure its position as a famous area of representative dried squid production in South Korea. In Ulleungdo, squid could be dried in a fresh condition since there are a lot of squid fisheries near Ulleungdo and residents embodied technology mananging and drying squid decatedly. To keep their livelihood stable, they could ship to land by keeping squid in good conditions of long-term preservation. After that, good dry technology of Ulleungdo was handed down to people in the eastern coast of Korea and even imitation Ulleungdo dried squid was appeared. After self-government system was carried out, Ulleung Ward propagated their brand that Ulleungdo was a city of squid by expressing an image of squid with squid character in guardrail, street lamp, climbing route and sign board including squid festival. By such an influence, visitors purchased dried squid in remembrance of Ulleungdo tourism. An image of clean East Sea reflected in dried squid had an effect on other specialties including Myeongyi Vegetables and other specialties were sold as a clean food. As above, the dried squid of Ulleungdo is expressing its image as a specialty of Ulleungdo representing clean East Sea by leading even other specialties. As above, examining dried squid of Ulleungdo historically, the study could see that it was created by Japanese people in 1903. The dried squid of Ulleungdo could secure its position as a speciality since, in Ulleungdo with not enough farm land, residents set up their own livelihood strategy with natural environment of Ulleungdo. Therefore, the dried squid of Ulleungdo is the fruit of Ulleungdo residents¡¯strategy to be suited to natural environment and the fruit of their livelihood strategy, established by fishing technology introduced from the Japan¡¯s colonial rule of Korea.

Mondor¡¯s disease is also called thrombophlebitis and it is not a common condition. The characteristics finding of Mondor¡¯s disease is a subcutaneous cord that is tender and tense. This disease commonly occurs in the breast and abdomen. The etiology of Mondor¡¯s disease is unknown, but the generally agreed on causes are trauma, excessive exercise and breast surgery. On rare occasions, this disease is related to malignancy, pregnancy, filariasis and so on. This disease is self limiting and it is usually treated conservatively and symptomatically. We treated one woman who had Mondor¡¯s disease on the anterior side of the left elbow.
