Raw-fish contains a lot of moisture and protein. It is a first-stage processed food requiring a lot of manual work. Therefore, it is classified as a PHF(Potential Hagardons food) , very vulnerable to a bacterial food-poisoning. But raw-fish processing plants are usually small-sized and thus a systematic sanitation management is difficult to expect. The manufacturer participating in this study produces fresh raw fish. Fishes are sliced into two fillets, which are packaged under vacuum, kept and distributed in refrigerators, and sold within a day. It is a recently-developed raw-fish product for which application of a systematic sanitation management is possible. The HACCP (Hazard Analysis and Critical Control Point) is a systematic and continuous process-control method which is very efficient for controling food sanitation and reducing the expenses. A new HACCP model has been developed for a large-sized fresh processing plant. The plan of a HACCP-system model was set up according to the HACCP application guidelines of Codex in close cooperation with the field workers at the plant. The plan was organized in the following order: HACCP-team organization, decision of HACCP scope and purpose, decision of processing skills and consumers' intention, drawing-up of processing flow diagram and scene investigation, hazard analysis and taking preventive measures, CCP (Critical Control Point) discrimination, CL (Control Limit) decision, systemization of CCP monitoring, taking improvement measures, making verification procedures, and recording and documenting. Disinfection procedure in the CCP was to be washed and treated with sterilized cold water. CL: Ozonizer operation, ozone concentration of sterilized water: 0.2 ppm, sterilizing time : over 10 seconds. This procedure was administered according to the HACCP plan. To verify the effectiveness of the newly-developed HACCP model, the microbial examination was carried out. Cmmon bacteria were not found or found in levels below criterion from the main processing facilities and instruments ; coli form bacilli were not found; the presence of the four kinds of bacilli causing food poisoning was negative. So the new HACCP model turned out to be effective for the production of microbiologically safe fresh raw fishes. To ascertain its efficiency, the bacterial examination of workplace and products was done. The significance test was done with its data by using 'SPSS 12.0 for Window' and 'Mann-Whitney U Test.' The numbers of bacteria on the final products was significantly different in flatfish and sea bream. The number of bacteria tended to decrease in each time-differential sampling. The final food products showed no food-poisoning bacteria in all the time-differential tests and in all the samplings, which proved that the CCP of the HACCP system was under control. After the HACCP program was applied, no pathogenic bacteria were found at the work-place, and the kinds and numbers of bacteria reduced. The numbers of SPC bacteria and coli form bacilli also showed a significant difference from those before the HACCP program application. The examined equipments included the filleting board, the skinning board, the head cutting knife, and the filleting knife. The working equipments, periodically disinfected, also showed a significant difference in sanitary conditions. In the dehydrator, the numbers of bacteria found on the food-touching surface was within the standard (below 500/100 §²). After the HACCP program was applied, the pathogenic bacteria and coliform bacilli were not found. The quality of water used for the processing was also within the standard. Air-borne bacteria at the plant was negligible in all the samplings(<30 CFU/1000§¤). Staphylococci and true fungi were not found. The present official KFDA check-up lists for sanitation inspection are consisted of 51 items. Each item is judged whether to be fit or unfit to the standards. When the unfit items are more than 6, the work-place is judged to be insanitary. But in this study, the results of sanitation inspection are scaled in points in the 70% allotment, and the results of bacteriological examination are scaled in points in 30%, totaling 100%. Below 60 scores are judged to be insanitary and administratively punished; 61-75 score are judged to be average; 76-85 good; above 86 excellent. The sanitation inspection scores by the improved check-up lists improved by two grades from 71.8 (before SSOP program) to 88.6 (after SSOP program). The results of bacteriological examination also improved from 57.5 to 98.2. The total scores of both results converted in the allotment of 70% and 30% also showed an improvement by two grades from 66.4 (before SSOP program application) to 93.4 (after SSOP program application). The above results showed that the manufacturers participated in this study were following the eight essential sanitary procedures which are needed to anchor the HACCP system. The biological hazard estimation was impossible because of the shortage of statistical data. But the result of quantitative analysis of microorganism showed a significant difference in the numbers of microorganism before and after HACCP application.
