This study is to investigate
the various necessary conditions to operate an incentive system for school teachers. It is suggested that the incentive system should be established in view with the professional growth of teacher. And it should be linked with certificationa system, in-service training, and evaluation system of teacher. For case studies, the incentive systems operated in the city of Tempe and Lake Forest in America are presented and analyzed. In this study the following specific problems are brought up and discussed: 1) how are the incentive system for teachers planned in general?, 2) which principles must we consider to establish the system?, 3) how are the system operated currently and what hot issues are discussed to improve the system?, 4) how are the system in America devised and operated and what does it suggest for the system of Korea?, and 5) what are the necessary conditions to operate the system desirably? In this study it is argued that specific contents such as the basic philosophy and viewpoint of operation, the method and process of operation, the criteria to evaluate outcome, etc. must be considered to establish and operate the incentive system. It is suggested that the system should be developed with a viewpoint of the following phases; 1) phase to plan the incentive system, linked with national plans for developing human resources and comprehensive plans for developing teaching profession, 2) phase to execute operation programs, and 3) phase to evaluate operation outcome. It is also emphasized that the incentive system must be operated to improve an ability of teacher's job performance and to continuously develop his qualification.   (ÀÌÇÏ »ý·«)
