This study aims to understand
the teachers' perceptions of youth volunteer activities for the purpose of promoting an efficient operation and facilitation of youth volunteer activities. A qualitative case study method was selected based on teacher's self-report and interview. The high school located in the major city was selected because of its' teacher-led volunteering program. Six popular volunteering activity programs were chosen for the case to investigate the educational value and effects of these programs. The results demonstrated that high school volunteering program is most effective when teachers, parents and students of educational community work together as the member of the volunteering program and it is concluded that teachers' roles are very important in activating youth volunteer activities. The study suggests that in order to make the youth volunteer activities accomplish their educational purposes as a democratic citizen, teachers should be involved in the whole process of the volunteering activities and the parents should help them as a co-worker. Second, there should be various professional development programs and incentives for both teachers and parents to support high school students and make an effective volunteering program as well.
