This study purposed to examin
e ideas and environments affecting the change in the elderly long-term care service supply system, to explain the characteristics and limitations of the marketization of elderly long-term care services, and to suggest conditions for the success of the elderly long-term care insurance system, which is a quasi-market. Particularly because Korea is in the introductory stage of the elderly long-term care insurance system, it is difficult to analyze the system empirically. Thus, we tried to find implications by analyzing the Japanese long-term care insurance system, which became the basic model of the elderly long-term care insurance system in Korea.According to the results of analysis, elderly long-term care services should be operated by the mechanism of quasi-markets because they are value goods and users have limitations in decision making and information collection ability, and therefore, distinguished from ordinary markets, the market requires institutional supplementary devices provided by the government. That is, for the quasi-market to be operated successfully, it needs to be transformed into market structure, to ease or prevent the asymmetry of information, to cope with transaction cost and uncertainty, to motivate, and to prevent adverse selection. In Japan, many problems were exposed as these conditions for success were not satisfied during the early period of the system, and such problems have been solved through improving the system. In Korea, therefore, efforts should be made to enhance the service quality of the elderly long-term care insurance system and enhance users¡¯satisfaction by reducing errors based on the precedents of long-term care insurance in Japan.
