본 연구는 지난 10여 년 동안 남북교류·협력과정에서
나름대로 역할을 수행해 온 우리NGO에 대한 실제적인 차원의 평가가 실행되지 않은 점에 주목하고, 현 단계에서 대북지원NGO에 대한 평가 및 과제를 제시하기 위해 서울과 지방소재 10개 대학에서 정치학을 공부하고 있는 대학생 1,050명을 대상으로 인식조사를 시도하였다. NGO에 대한 인식과 평가는 이들의 존립과 활동의 정당성뿐만 아니라 그 위상과도 깊이 연관된다. 연구의 결과 대북지원NGO에 대한 대학생들의 인식은 대부분의 항목에서 긍정적인 결과를 보였는데, 남북교류·협력과정에서 특히 정부보다는 NGO의 역할에 거는 기대가 크다. 그러나 대학생들은 NGO가 해결해야 할 과제로써 전문성의 확보와 재정적 측면을 지적하고 있다. 연구를 통한 과제로 1) NGO스스로의 노력과 더불어 사회구성원의 적극적인 참여 2) 국민적 지지를 바탕으로 한 대북정책 3) 남북한 상호이해와 신뢰구축을 통한 교류협력 및 NGO와 정부의 역할구분 4) NGO의 전문성과 재정확보 5) NGO를 통한 남북한 대학생 교류 6) 다양한 교육프로그램의 개발 필요성 등이 제기된다.
Since its inauguration, Noh’s
government has tried to improve inter-Korean relation with “peace and prosperity policy” which includes the policy of peaceful unification and the strategy to the build hub of Northeast Asian economy. The purpose of this study is to evaluate the activities of NGOs associated with humanitarian support for North Koreans and suggest some tasks for the future. To achieve this goal, this study uses survey data collected from college students\' perceptions on NGOs. Those students study in colleges or universities around Seoul and other local areas and they major in political science. There have been a few studies of the activities of NGOs which have played an important role in the process of interchange and cooperation between North and South Korea for 10 years. In fact, people\'s perceptions and evaluations on the activities of NGOs are really associated with not only the legitimacy of NGOs, but also their status. Based on statistical results, this study concludes that college students have positive perceptions on the activities of NGOs in most areas and they think that NGOs play a more important role than the government. Some tasks which NGOs have to devote for the better performance include the following aspects: more active participation of all members of society, establishment of the policy for North Korea supported by people, enhancement of interchange based on trust and understanding between North and South Korea, distinction of the role of government and NGOs, achievement of professionalism and financial stability of NGOs, expansion of interchange of college students, and development of various education programs.
