Abstract

In Korea, the government inves
t large amount of budget in national universities. Naitonal universities are expected to lead national development as well as the regional development. They are partivulary required to develop unique areas of studis relating to features of the regional industry. However, they shared common characters instead of functional complement among universities in the region. They did not have good cooperation program with universities within each region. consequently,, national universities do not effectively respond to the needs of the regional development.
In order to deal with the pro
blems immersed in the function and structure of national universities, the following policy options are recomended.
1) Higher educaional regions
be designed in order to develop the country equally and efficiently, According to the 3rd comprehensive plan for the land development by the government 9 higher educational regions could be designated.
2) The function of national u
niversities be diversified in order to strengthen academic cooperation among universities in each region. Each region have one regional key univerisity that emphasizes graduate educaions, universities that emphasize undergraduate, but has graduate programi in limited area, universities that emphasize partivular field of studies, etc.
3) REgional key universities
be deginated. Key universities are selected among universities based upon its contrijbution for the regional development.   (ÀÌÇÏ »ý·«)
