본 연구의 목적은 영국에서 태동한 장애에 대한 사회적
모델을 탐색적으로 한국에 소개하고 이 모델이 한국 사회에 갖는 함의를 살펴보고자 함이다. 장애에 대한 사회적 모델은 장애인이 인간다운 삶을 영위하는데 필요한 욕구에 대해 사회가 제대로 대응하지 못하거나 이를 억압한 결과 장애가 발생한다고 보며, 마이클 올리버(M. Oliver)는 정치경제학의 입장에 서서 사회적 억압을 타파하는 이론적 모델로서 사회적 모델을 주장하고 있다. 그러나 이러한 입장은 사회실재론과 유물론에 입각한 것이여서, 사회명목론 그리고 관념론적 입장에 서 있는 다양한 학자들로부터 그 문제점을 지적받았다. 장애에 대한 문화적 접근이나 신체적․정신적 손상에 대한 사회학적 접근이 그러하다.
이 연구가 갖는 함의는 크게 정책적, 실천적, 연구방
법론적으로 세 가지를 들 수 있다. 첫째 정책적 함의로서는 사회적 모델과 그를 둘러싼 다양한 논의가 갖는 시사점과 준거틀을 바탕으로 현재 우리나라에서 추진하고 있는 장애인정책의 근저를 살펴볼 수 있다는 점이다. 둘째 실천적 함의로서는 장애인복지기관 및 시설에서 수행하고 있는 업무의 내용이 장애인 당사자의 욕구에 대해 얼마만큼 대응하고 있는지, 사회적 모델을 충분히 수용하지 못하는 정책의 연장선상에서 장애인 욕구에 대한 파상적 대응에 불과한지를 비판적으로 살펴볼 수 있다는데 있다. 마지막으로 연구방법론적 함의는 사회적 모델에 입각한 당사자주의가 한국내 기존 연구패러다임이 갖는 당사자(특히 정신지체인) 배제의 풍토가 척박한 연구방법론의 한계에서 출발하는 것이지 장애인 당사자의 정신적 손상에서 연유될 수 없음을 인식하고 종래의 연구 패러다임을 변화시켜야 한다는 필요성을 인식하는데 있다.
다만, 본 연구가 개인적모델과 사회적 모델로 양분하여
살펴봄으로써 복지국가에서 복지정책을 복지재정의 한계내에서 행정적으로 관리하며 국가가 수용가능한 만큼만 개인적 모델에서 탈피할 수 있음을 역설하는 장애에 대한 행정적 모델에 대한 논의를 포함시키지 못함으로써 논의를 단순화하고 있다는 한계가 있음을 지적해 둔다.

The purpose of this study is
to introduce social model of disability which has been developed in the UK and to search its implication on Korea disability society. Social model of disability considers disability as \'the results of social failure which is unable to meet the needs of disabled people. M, Oliver standing from the perspective of political economy is in its position and called it social model of disability in contrast to individual model of disability. However, it is based on material viewpoints so that other perspectives such as \'idealism\' and \'social nominal standpoints\' have argued its short points which overlooked the aspects of culture and reinterpretation of physical/mental impairments.
The Implications of this stud
y can be categorised by three viewpoints: policy, implementation and methodology. First, with regard to policy aspect, this study provides tools to analyse disability policy in Korea currently and historically from the perspective of social model of disability. Secondly, it provides disability service centres and organisation implement their programme tools to self-assess their duties if they are based on disabled people\'s needs rather than provider-oriented perspective as the extension of government policy paradigm. thirdly, it notifies that academic researches have failed to accommodate the voices of disabled people, particularly people with learning disabilities with a viewpoint of self-representation which is based on social model of disability.
However, notwithstanding thes
e implications, this study has innately weakpoints in that it does not include administrative model which can explain why and how welfare states manage welfare policy for disabled people within the capacity of welfare budget which should be sustainable and manageable. The discussion in this study too simplified the perspective of disability by omitting the discussion of administrative model, as a result.
