why should bush sign the kyoto treaty?

imagine the earth being destroyed. the temperature of the earth is rising, and because of the rising temperature, all the cities and countries are flooded by the rising sea

nobody can escape from the tragedy, and there is nothing we can do to recover from this chaos. although this seems to describe a fictional movie such as the day after tomorrow, it is an actual expectation for our real world; if we keep emitting pollutants as we are today, our world will be totally destroyed soon by global warming

global warming is a big problem for the whole world because it terribly affects all living things in the world.the intergovernmental panel on climate change (ipcc) announced the seriousness that the earths surface temperature has increased:
the global average surface temperature (the average of near surface air temperature over land, and sea surface temperature) has increased since 1861.over the 20th century the increase has been 0.6 ¡¾ 0.2¡Æc 5 , 6.this value is about 0.15¡Æc larger than that estimated by the sar for the period up to 1994, owing to the relatively high temperatures of the additional years (1995 to 2 ) and improved methods of processing the data.these numbers take into account various adjustments, including urban heat island effects.the record shows a great deal of variability; for example, most of the warming occurred during the 20th century, during two periods, 1910 to 1945 and 1976 to 2.(climate change 2001 sec.3)

however, even though the rising temperature of the earths surface seems a small change, it can have a tremendous impact. for years, scientists have been expecting that global warming would cause many problems for the earth, including the eradication of entire ecosystems; increased frequency and intensity of storms, hurricanes, floods and droughts; melting glaciers and polar ice; rising sea levels resulting in the permanent flooding of vast areas of heavily; increased frequency of forest fires; spread of tropical diseases due to insect proliferation (the greenhouse effect faq sec

1). in recent years, scientists have seen evidence that these problems are already occurring

so, many countries are trying to protect our world, and to conclude with other countries for an international treaty: the kyoto protocol.
the kyoto protocol is an international agreement that requires countries under the pact to reduce their emission of main pollutants affecting global warming, such as carbon dioxide, methane, and nitrous oxide, to below 1990 levels by 2012.for protecting our environment, many countries have joined the protocol.according to natalie novak, a news writer, the protocol has been ratified by 141 nations, including russia which became a key state in the process of enforcement.russia joined the agreement in november 2004 (par.3).
in spite of the good purpose to protect our environment from global warming, the kyoto protocol has become a great controversial issue today because president george w.bush of the united states, one of the biggest polluting countries, has rebuffed the kyoto protocol on global warming.i strongly believe that president bush should sign the kyoto protocol to solve the global warming problems because the kyoto protocol is the international effort to protect our environment.frankly speaking, the united states has a big responsibility for the global warming.the us is the biggest polluter in the world; the us is the country to emit most greenhouse gases among all the countries in the world.according to alison graab, cnn news writer, the united states has one of the highest per capita rates of emissions of ghgs, at about 6.6 tons per person, according to the environmental protection agency data from 1995.it also generates about a quarter of the worlds economic activity (par.20).besides the reason that the us is the biggest polluter in the world, the us also need to think about that global warming is not a problem for a few countries, but a problem for all of the countries; this is an absolutely global problem.as long as we are living together on the earth, all of countries must share the environmental responsibilities; the us can not be an exception.the us must support the kyoto protocol because doing so would greatly reduce greenhouse gases and protect the environment as a result.
despite international desires, president bush and his administration have rebuffed joining the kyoto protocol and emphasized mainly three reasons why the us can not sign the protocol.

first, president bush and his administration insist that the kyoto protocol is not the best way to reduce greenhouse gas. they often announce that they do not want to sign the kyoto protocol because the protocol will not work effectively to reduce greenhouse gas

for instance, john king, senior white house correspondent, says, kyoto is in many ways unrealistic, bush said, contending arbitrary and non-scientific environmental goals were set by the protocol for many countries (par. 5)

besides this, bush also insists that the protocol is unachievable:
the protocol would require industrial countries to reduce their emissions to below their 1990 levels.many countries will not be able to meet their emissions targets, and even if they did, this would not reduce worldwide emissions since studies show that emissions by the developing countries will exceed those of the industrial countries by 2020.(coon, par.11)

at this moment, we need to think about why 141 countries have signed the kyoto protocol so far and tried follow the protocol restrictions. as i mentioned above, the kyoto protocol is concluded to reduce emitting greenhouse gases for protecting our environment

our main concern is to reduce emitting greenhouse gases, but not just achieve the goal defined by the kyoto protocol; the defined goal is just measure to go toward our final purpose of sustaining an unpolluted environment. bush and his administration should know that many nations have already been making specific efforts to save our environment with the kyoto protocol while bush and his administration are just taunting the weakeness of the protocol
