SummaryThe reviewing of ISO 9000 norms has been planned to be published within the last quarter of the year 2000. It aims at overcoming the limits and difficulties of use evidenced by the implementation of the 1994 ISO norms, and at providing an analysis aid for improving quality, which would be adapted to the needs of each company or user. What is at stake with these new norms is the implementation of a quality management system, and its evolution towards a total-quality management.

ISO 9000 is an efficient quality system for the customer's confidence and satisfaction. Of late years, the revised edition of ISO 9000 quality management system may give lots of positive business values to companies running ISO 9000 system. Despite its tremendous popularity, there is some criticism against the effect and performance of ISO 9000 certification. This research explores the performances and effects of ISO 9000 quality system in small & medium size industrial companies. For this research, 202 companies certified by ISO 9000 standard and 67 companies not certified as contrast group were selected. The related data were collected by web-poll survey. The major analyses are focused on the effect and performance of the ISO 9000 certification, and we established various hypotheses to verify the effect and performance of quality system. Results of statistical analyses show that total performance of quality system is significantly different between certified companies and not certified.

This QS-9000 system is based upon the ISO 9000 series quality systems. This paper describes the differences between the ISO 9000 series requirements and the QS-9000 requirements. It also suggests the way to implement the QS-9000 quality systems for Korean su, pp.iers.

ISO 9000 family of standards are consisted of four international standards for implementing and operating effective quality management systems. They are interrelated and together form a coherent set of quality management system standards. ISO 9000, one of the standards, contains quality management principles, which is asserted to form the basis of other standards within the family. ISO 9001 is another standard within the family and contains requirements for quality management systems. This paper shows how the quality management principles of ISO 9000 are related with the requirements of ISO 9001.

Developed countries request their trading counterparts to obtain environment restriction. We also endure the environmental pollution due to industrialization. These environmental problems force Western Europe countries to install Environment Management System. This article presents description of development processes of ISO 14000 draft, compares ISO 9000 with 7750 requirements, and describes the common points and differences between ISO 9000 and 14000 draft.

ISO 9000/14000 certification is increasingly becoming 'a passport for business' in the marketplace. However, its effectiveness of both internal and external performance is highly controversial. In this study, empirical research is performed to identify the main objectives and expectation of ISO 9000/14000 and evaluate the effectiveness of certification. Our empirical results show that there are big differences between small and medium companies and large companies for the effectiveness of ISO 9000/14000. Especially, ISO 14000 certification provides very low effectiveness for the small and medium companies in Korea.

In these days, universities in Korea have encountered a very difficult situation. The number of applicants for universities decreases every year, whereas the number of students studying abroad increases and new types of educational systems such as cyber campus and e-learning system are getting to replace the old systems. Therefore, many universities in Korea are trying to have a competitive edge to survive in the market. They are considering customer satisfaction which becomes a key word for changing the university system. In other words, universities are adopting management skills prevailed in industries to satisfy the customers of students, companies, local communities, and all of stakeholders. In industry, a lot of quality systems have been used to assure the quality of products and services they produced. Among them, there is ISO 9000 standard, one of the most widely used quality system, which was released in 1987 and revised in 2000. Since 1987, ISO 9000 quality system has been adopted in manufacturing companies as well as non-manufacturing companies such as hospitals, armies, educational institutes, banks. Along with ISO 9000 quality management system, as the importance of environment is perceived, many organizations adopt ISO 14000 environmental management system. Since ISO 9000 quality management system and ISO 14000 environmental management system have similarities in contents and operating procedures, many industrial companies combined both of them into a integrated system for the efficient use of them. In university, there has been a growing interest in implementing ISO 9000 quality management system and ISO 14000 environmental management system and some universities has already adopted one of or both of those systems. But there is not a guide or a standard procedure on how to implement those management systems especially in universities. In this thesis, some important concepts in ISO systems such as customer, process, are redefined in terms of university and the implementation procedures of ISO 9000 quality management system and ISO 14000 environmental management system in university are suggested. The requirements of ISO 14000 environmental management system is reinterpreted based on the proposed concepts of 1B 4R, which means one basic requirement of fundamental environment in university and four elements of reduce, reuse, recycle, and recover. Furthermore, the implementation procedure of ISO 9000/14000 integrated system is also considered. Two case studies are given to show the actual implementation procedures of ISO 9000 quality management system and ISO 9000/14000 integrated system in university.

Recently, Korean enterprises are interested in acquisition of certification in ISO 9000 and ISO 14000 which are the international standard related in quality and environment. This study was an investigation about an approach to apply the international and group standards for Korean enterprises to prepare the environmental change in international busines. Specifically, this study focused on an approach of the Integrated Management System (IMS) based on comparing between ISO 9000 and ISO 14000. There were some expected effects of the integration of two systems. 1. The integration can produce the simplification of system management from the integration of some common activities in organization. 2. The integration can give an inter-functional approach to improve all organization parts. 3. The integration can give an effective rationale on the training of organization management. 4. The integration can reduce cost of the system management.

To keep abreast of this trend, an international Standard for Organization (ISO) developed the ISO 9000 series for quality management and quality assurance systems in 1987. ISO 9000, the international quality assurance system, has now become a important means to achieve a high level of quality management. We did an intensive study of the quality assurance system and its documentation through the case of company H. which acquired ISO 9000. From this case study, we learned that in order for the quality assurance system and the implementation to be successful, there must be five essential elements; 1) solid determination from top management, 2) clear understanding of basic concept of ISO 9000 series, 3) observance of policy set by the company and employee training, 4) the quality system designed for each company, and 5) the system to be continuously maintained and developed.

It is essential for a company to obtain the certificate of the qualification according to ISO 9000 in order to improve its compititiveness and survive in the unlimited competitive markets beyond the borders of the countries. If is company will not obtain such certificate in proper time, ISO 9000 series may become a sort of the new trade barrier in our industries. On the of her hand, If a company obtain such necessary certificate in time and promptly adapt itself to the new international circumstances of the changed system, ISO 9000 series are very helpful to imrove the competitiveness of our industries in global market. This report is focussesd on how to obtain the certificate of the qualification under ISO 9000 series and what is the effectiveness of such certification. The sumarized main forcuses are as follows ; First, reviewing the theroretical backgound for the description and standardization of the Quality Assurance system, and the differences between TQM and traditional qulaity system, Second, explaining what is the concept and character of ISO 9000 system, and describing the effectivencess of and th e qulaitying procedure to obtain the qualification certificate under ISO 9000 system. To achieve the object of this study, 16 domestic industries who had acquried ISO 9001 certification were interviewed with and inquired on questionaire and the results were devided into two categories, ie. About general items and about the management of ISO 9000 quality assurance system, and analyzed them with the descriptive statistics method. Third, it is noted the problems of current quality systems in domestic industries and investigated the reasons of reinspection of ISO 9001 through actual cases, by the differences between ISO 9001 and their current quality systems. Also it is presented preventive measures to the reinspection items which occured at the inspection of ISO 9001 certification to assist the companies who are preparing the acquire ISO 9000 certification. Fourth, it is certified the effectiveness of ISO 9001 certification to help domestic industries to improve their quality competitiveness. Finally, it shall be admitted the limitance of this study not to consider any differences between ISO 9001 and ISO 9002 because of wide scope of ISO 9000 series and ecocomic and time limits, the subject of the study was limited to the compaines who acquried ISO 9001 certification only among those who acquired other ISO 9000 series.

This paper is intended to grasp the effects of ISO 9000 series of quality standards which has been introduced to strengthen the internal competivity by Korea industries. Likert's five-scale method was used and the contents of the questionnaire consisted of Crosby's development stages of quality management which were most applied to measure what differences of effects there were between before and after ISO 9000 certificate was introduced in quality management. What has been found out is as follows. First, the analysis has shown that the industries were motivated to introduce quality management system because of the request of their customers and buyers, increased sales, and in order to strengthen their competivity, renew their image and find out new markets through the changes of quality management system. The conventional quality management system and ISO 9000 series of quality standards are thought to have much in common. Most of all, the introduction of ISO 9000 series has made the executives realize the importance of quality. Second, the differences between before and after ISO 9000 quality system were introduced can be summarized as follows. T-test of the correspondent sample means has revealed a very significant difference in every category. The means of the scores of the five categories was 2.34 before the ISO 9000 certificate and 3.54 after the ISO 9000 certificate. The former was on the second stage of awakening and the latter on the third and fourth stage of enlightment and wisdom, which showed the greater effect of quality management maturity.

Summarizes the arguments for and against the ISO 9000 standard and examines the perceived advantages and disadvantages of implementing it. Reports the results of a survey of over 100 quality managers/representatives of ISO 9000-certified organizations in the service and manufacturing sectors of UK industry. Too many ISO 9000 surveys in the past have sought the opinions of organizational managers who have had little or no operational experience of the standard on a day-to-day basis. This paper aims to redress this anomaly. Survey results indicate quite conclusively that most quality professionals are content with ISO 9000's contribution to quality improvement, dismissing many of the past criticisms of the standard as inappropriate. These results can form the basis of a case for the implementation of the standard for those organisations currently trying to decide whether to implement it or not.

'Criticizing quality is like criticizing the Queen Mother' according to one contributor to John Seddon's research for this attack on ISO 9000 - commonly viewed as the quality standard to aspire to but, in Seddon's view, a process which actively handicaps those companies which adopt it, and takes them further away from 'quality' as it should be understood today. Lays down ten major arguments against the ISO standard, with case examples of what happened as a result of implementation and how those outcomes impacted on customer-defined quality. Gives some background to the development of the standard, and argues that it is, at best, inappropriate and, at worst, a serious threat to organizational performance.

Suggests that any programme aimed at small firms must be specific to requirements and not simply scaled down from those appropriate to larger companies. Reports on some of the author's own experiences as an assessor of small companies and provides questions for small companies to ask of would-be suppliers of training and/or certification. Proposes some guidelines regarding documentation and organization and notes that the key to a successful system is to keep it 'simple, practical and user-friendly'.
