This study aims to compare current local government evaluation systems of Japan and Republic Korea and to search for alternative ways to improve the Korean system. Research focuses are placed on comparing seven areas such as legal framework, purpose, subject, object, procedure, participation and utilization of the results of assessment of the two nations. There appear more differences than similarities between two countries. Both systems have similar features in purpose and object of the evaluation system, even though Japanese system assesses slightly different objects by government levels - prefectures and municipalities - unlike Korea. There, however, are obvious differences. The Korean system is operated under a relatively more consolidated legal framework. The Ministry of Public Administration and Security"s self-evaluation guideline are, for instance, well permeated into all local governments, which is advantageous over the Japanese one. On the other hand, Japanese system has a few advantages that there are more various evaluating subjects. It helps allow greater degree of participation of the public or their representatives and thus increases level of objectivity of the results and processes of the evaluation. In terms of utilizing the assessment results, Japanese system better applies them to reallocate budgets and to determine whether the programs are proceeded or not.
