For the purpose, this study uses a qualitative analysis including an in-depth interview and a participant observation. Major findings are as follows: Consumers preparing for their marriage experienced quite a different consumption context, which should be said an exceptional practice from the economic point of view. As the agency businesses for marriage becomes one of the fast growing industries, the marriage of Korea is now under the rule of popular consumption culture. Thus, the exceptional consumption abuse during a marriage process brings about the imbalance in consumers' daily life after wedding ceremony. In this point of view, we can see the importance of consumer education programs for the marriage process. The latter half of this study is devoted to propose the desirable model of the consumer education program for premarital couples.

The purpose of this study is to develop a computer software titled 'Compare & Evaluation Program for Household Consumption'. This software is developed in Microsoft Visual Basic 6.0. For the data of this program, the family Income and Expenditure Survey(1998) produced by the National Statistical Office in Korea is used. This program compares income and consumption expenditure for each household with those for standard household according to income level and family life cycle. This program gives information and suggestion for household consumers to manage rational household consumption. Also this study investigates validity and usefulness of the software program by interviewing 20 households used this program.

This paper investigates change in TANF-MOE expenditure on cash assistance and non-cash assistance for 50 states from 1997-2002 based on Ostrom's IAD framework. The results prove that trade unions and social conservative groups have considerable influence on MOE spending change. Strict time limits are significantly more likely to decrease assistance spending and non- assistance spending. However, the level of work requirement decrease assistance spending, but increase non-assistance spending. The results indicated that TANF policy tools contribute to attaining the goal of TANF policy reform. Interestingly, States with high party competition indicate significantly negative effects on spending, all other equal. This result means the importance of median incomer within action arena because high party competition is much more prone to seek more conservative social policy in the face of hard economic conditions and devastating fiscal deficit.

The main purpose of this paper is to evaluate welfare efforts administered by the MB Administration. This paper borrowed Pierson¡¯s(1994) retrenchment framework for the analysis, including size and structure of the social expenditure, the programmatic retrenchment, and the systemic retrenchment. According to the findings, there seems to be ¨ç limited increase of social expenditure and ¨è quantitative expansion and qualitative restructuring of the welfare programs. Finally ¨éabsolutely systematic retrenchment, policy changes that may increase the prospect for future cutbacks, such as weakening the government¡¯s revenue base(defunding) and undermining the position of pro-welfare state interest groups was also existed. The MB Administration restricts the government¡¯s capability to launch an all-out on attack old and new social risks by conditioning the future direction of welfare changes. Therefore, these constrains could be a huge political liability no matter what party will come into power in the future.

This study verified the effects of corporate governance on Corporate Social Responsibility (CSR) of a company through an empirical analysis. Corporate Social Responsibility (CSR) of a company was measured by contributions of the company, and here, contributions were divided into cash contribution and program contribution. Corporate governance of a company was measured by largest shareholders who were insiders, and institutional investors and foreign large shareholders who were outsiders. And then, whether the effects of corporate governance on spending cash contribution and program contribution were significantly different from each other, and whether spending contributions significantly influenced business performance of the company were verified. Major results of the empirical analysis are as follows. First, corporate governance of a company turned out to have a significant relationship with spending contributions. While as share ratios of largest shareholders and institutional investors were higher, they influenced spending contributions more positively, as that of foreign block holders was higher, it influenced spending contributions more negatively. Second, the influence of major shareholders varied with the type of contributions. While spending program contribution was positively (+) related with share ratios of largest shareholders and institutional investors, it was not significantly related with that of foreign block holders. On the contrary, spending cash contribution turned out to have a significantly negative (-) relationship with a share ratio of foreign block holders. Third, contributions turned out to positively influence business performance both in the long-term and short-term perspectives.

This study analyzes the factors that influence welfare expenditure for longterm care programs in OECD countries, centering on ¡°socialization of care.¡± In particular,the study focuses on the impact of socialization of care on public spending for the long-term care service for seniors. To this end, we established data set by compiling relevant data that include 18 OECD countries covering the period from 2000 to 2007.This data set was examined through pooled time series regression analysis. According to the findings of this research, the below three factors had a positive(+) impact while GDP per capita had a negative(-) impact£ºrate of female economic participation, rate of social aging, power of female labor unions. Regarding welfare-state-regimes,conservative and liberal regimes had negative impacts. This suggests that countries with high GDP per capita and conservative and liberal regimes tend to spend less on long-term care service for seniors than social democratic states. The result of the present study provides empirical evidence to the following argument£ºalthough levels of welfare are different according to GDP per capita and welfare-state-regimes, the increase in socialization of care positively influences OECD members so that they are likely to increase the public spending for the long-term care service for seniors.

Two things are usually pointed out about welfare spending in Korea. ¨ç Korea¡¯s welfare spending is about half as small as the OECD average. ¨è Since the 2000s, Korea¡¯s welfare spending has increased rapidly, and it will continue to increase rapidly due to the rapid aging of the population. Both are true, and the government should push ahead with welfare expansion in accordance with priorities, with rising spending due to rapid aging as a constraint.In this study, I examined the appropriateness of the size of welfare expenditures in Korea through comparisons with OECD countries. To do this, I calculated and compared the size of welfare expenditure after controlling the difference in conditions such as the aging rate and unemployment rate. Next, I examined how much welfare spending would increase with the aging population in the future.Based on these analyses, I presented what programs need to be expanded in the future and why I think so. Among the two types of welfare spending in Korea, cash benefits are smaller than services, which has a very weak effect on poverty reduction. Therefore, the function of reducing poverty should be strengthened in the future by expanding the expenditure of cash benefits.

The purpose of this study is to explain the factors affecting the expenditure of private tutoring, to analyze the effect of its reduction policy without bias and to suggest the policy implications. For analysis, we put to practical use the Tobit model and the Heckman selection model (2-step), considering the characteristic of private tutoring expenditure as a dependent variable. The analysis showed that private tutoring expenditure was influenced by demographic and socioeconomic characteristics. In particular, we found important implications from factors like household earning, parents' level of scholarship and administrative district. In addition, we deduced that the reduction policy could not result in a visible effect. The ¡®after-school classes' program had a negative effect on private tutoring expenditure, but this effect was insignificant. Considering the temporal and spatial limitations of the program, we could not say that it had an essential effect on the reduction of private tutoring expenditure. In contrast, the ¡®internet¤ýbroadcast education' program had a positive influence on private tutoring expenditure. The results showed that the ¡®internet¤ýbroadcast education' program acted as a substitute rather than a supplement. Henceforth, for designing the reduction policy of private tutoring expenditure, we should consider the various factors affecting the expenditure of private tutoring and the differential acceptability of the policy according to each of the affecting factors.

This paper constructs an overlapping-generations model with heterogeneous agents and investigates the allocation effects of government spending on the macroeconomy. The future population projection data of Statistics Korea is fed into the model and government spending is categorized by income transfers and consumption subsidies. It is examined to what extent the spending share of income transfers affect the Korean economy characterized by low fertility and population ageing. A high value of the redistribution spending share increases aggregate hours and thus GDP because it increases tax revenues and provides an opportunity to reduce a tax rate on households¡¯ labor income. The higher the spending share of income transfers, the higher both the welfare levels for all the households in 2022 and for new comers over the decades. The welfare effects of the spending share are much stronger under the circumstances thatthe debt to GDP ratio grows relatively rapidly.
