In this study, as one of the measures for the independence of personnel rights of local councils, various alternatives for the new establishment of a series of class local councils that have been proposed in previous studies were reviewed and the alternatives judged to be reasonable were presented. First, there are three methods for establishing the local council series: the establishment of a sub series of local councils, the establishment of a local council series in the existing general civil service rank table, and a separate establishment of the local council general civil service position table. Second, the target and scope of personnel management following the establishment of the serial number were compared and reviewed five methods: maintaining the current (independent operation by local councils), integration of the parliamentary series and the audit series, and metropolitan, large metropolitan, and national units. The former proposed a plan to establish a separate position table for general public officials in the local council, and the latter proposed a reasonable alternative to operate it as a metropolitan unit.

Just before the twenty-first century Korea with its inauguration of WTO system and its entry into OEDC has great difficulties in advancing into a developed country because of the weakness of competitive power of business in the age of globalization emphasizing infinite competition. In order that a company can develop continuously, most of all, it is required to secure and develop excellent human resources with the efficient application of personnel management system to them. Personnel evaluation among this system which appraises degrees of members' contributions to the organization in performing their duties and provides necessary information about human resources management, is most significant to company's development. Therefore whether the system succeeds of not have direct effects on body's growth. Moreover, under an age of uncertainty like today when surroundings of business change rapidly, since the adoption of personnel evaluation system which contributes not only to nurturing members' abilities, but also is used as a means of treating fairly members' contributions to the body, is essential to embodying efficiency rating system. Therefore we cannot emphasize too much its importance. This study aims at analyzing problems of personnel evaluation system of N organization and suggesting efficient management methods as a remedy. Recently N organization has also reviewed an introduction of efficiency rating system as one of its efforts to strengthen its competitive power, but its efforts still confined within personnel seniority system, not adopting efficiency rating system which can appraise members' abilities or achievements objectively. Its failure results from the fact that because present evaluation system is used as a means of personnel control focusing on promotion, it cannot be compatible with personnel evaluation system which emphasizes motivation for developing employees' abilities. Under these contexts, this study proposes that N organization should introduce efficiency rating system, thinking highly of development of employees' abilities and that N should manage the system efficiently as followings. Firstly, it is required to design and use scientific evaluation system through analysis of members' services. Present evaluation system is not founded on scientific analyses of services and rather on rating style according to class, rating details with priority over character, and rating or group achievements, which makes it difficult to accomplish rating system of stressing service records. N is required to plan rating style according to jobs and purposes based on scientific analysis f services; to choosing rating elements day of laying stress on members' abilities and achievements: to introduce rating system of individual achievements. Secondly, it is required to introduce evaluation system according to purposes which are adequate to develop employees' abilities and to give motivations to them. Rating system of N organization is basically used as a means of providing personnel materials necessary to the promotion system, so that its function cannot meet demands to develop system by purpose in order to strengthen fundamental function of modern personnel evaluation system which can contribute to efficiency rating system. Thirdly, N should reduce ambiguities of evaluation standards by classifying efficiency rating and achievement rating. The design of N's present rating style is composed of service record, job and class and rating elements are confused with various ones like achievement, attitude, willingness, ability and so on. Accordingly the lack of clear standards make it difficult to understand what is evaluated among ability, achievement, and attitude rating. In order to overcome these limits, it is necessary to classify achievement and efficiency rating and to give clear standards of the use. Fourthly, it is required to select and employ a variety of absolute evaluation techniques essential to the evaluation according to purpose. Evaluation methods used in present service record is based on the compulsory allotment, that is, relative evaluation, which is adequate to choosing promoters, but not to the efficient and achievement evaluation. Therefore it is required to employ absolute evaluation like MBO and BARS. Fifhly, it should seek to strengthen appraiser's training and positive utilization of observation system. The training of appraiser is not systematic and the understanding about this system is not enough. As a result the evaluation supporting particular persons and preferring person's experience and seniority are prevailing, which reduces the effects of evaluation system. and appraiser's regular checklist. appraiser's observation system, is introduced, but its utilization is only formalized without any firm establishment. Accordingly it should heighten credibility and adaptability about evaluation system with minimization of errors. And it is also necessary to reconsider evaluation interview by positively utilizing observation system and a function of self-development. Sixthly, N should consolidate functions of developing manpower by making positive use of evaluating interviews. Though there are systematic foundations for distributing right men in right places according to members' aptitudes and abilities through evaluating interviews which are based on standards of their self-estimate and aptitude rating reports, N actually doesn't avail this system efficiently because results of evaluation are closed to public. This makes it difficult to understand interviewee's aptitudes and abilities and to give motivations for their self-development. Lastly, it is necessary to introduce team-evaluating system suitable for performing the body's strategy. There is possibility to reduce the effects of introducing that system organized by teams, adopting evaluating members organized by teams without any transformation. Team organization should operate in right way, adopting evaluating methods suitable for teams as soon as. Concludingly, in order that N can consolidate personnel evaluation system which can contribute to embodying efficiency personnel system, N should change its system from the focus on the character to members' competences and achievements in performing their duties. And it is required to introduce the evaluation according o purpose in order that the system can meet its demands like propriety, credibility and adaptability, to adopt absolute rating techniques for its practice, to activate the training of appraiser and observation system, and lastly to employ evaluation system organized by teams. Though there has been many continuous efforts to improve personnel evaluation since it was introduced in the business management, this system raised a lot of problems to such a degree that it is called 'Achilles' tendon' in a field of management of human resources. In spite of these situations, the research to utilize personnel system efficiently will be continued so long as companies last, because the efficient management of personnel evaluation enable employees to be treated fairly and to develop it gives a chance to realize the human-respected management in which labor and management can exist harmoniously, increasing the body's achievements by intensifying members' absorptions in their duties and their locality.

Expecially in recent years appraising employee performance has been one of critical human resource management activity, Both the practitioners and scholars have studied the evaluation criteria, method of evaluation and communicating evaluation results. Second, as we see that the employed of special 1st class tourist hotel shave more true understanding on the recognition of the performance merit rating system and the impartial tourist hotels is necessary. Third, as we see that the surveyed were low generally in recognizing the impartiality of performance rating execution, the systematic and rational work evaluation factors should be present. I hope the future study will be accomplished in the condition of more member and more hotel extending the whole country than this study, because this study was restricted in Gyeong-Ju. This study mainly treated considered person as s subject of survey, by the way. In conclusion, as for the proposal for follow-up study. the study on the interrelationship of performance rating, work satisfaction and good results of work should be carried out at the same time too. Finally, to the diversified survey, the future study should set up more and more variables than now.

Evaluation of person has a important function which offers a lot of information that is necessary for personel management. The reason can be said that from this evaluation of person, we can accesses not only current value of member but also the potenstinal value of him.this can contribute to activation of organization. Also the evaluation of persons has the prime purpose such as giving feedback for his achievements ,rewarding his level of achievement and devloping his nature and ability. Especially the military which has the clear chain of commands and requiers the current value of a member puts emphasis on valuating soldiers. in addition ,since sergeant takes such important part of military in korea, the evaluation of sergeant is vary important and need to maximize the effectiness. Through this surveying the result might be described as that sergeant himself is indifferent to evaluation one of his the most important valuing factors. And this indifference might come from the fact that the most of them are relationaly isolated compared to the state of G.I and offciers - the first G.I has relationaly high welfare benefit and the second has clear bases of evaluation. While I was reserching ,I made much efforts to get preceeding papers on this thesis ,but there was no papers about the evalution of sergeant. On the contrary, the papers on officers and military servicers would be found easily. considering this fact ,the administer who does personel as well as sergeant himself is demanded to revalue the system taking a lot of comprihension of them into account. So the result from this surveying can be suggested as below. First ,the administer who does evaluation as well as sergeant needs periodical trainings to devlop recognition about evaluation of them. Second ,existing 10 factors of evalution must be improved to more realistic ones. From allocating points differently on each factor, real evaluation can be achieved. Third ,the diagram of rating must be dualized. Fourth ,the rating system should be performed through two step and opinion columm of sergeant major should be inserted the required to convert relative evaluation to the alsolute one. Fifth, at the evaluation of third step, there should be converted to alsolute from relative. Sixth ,evaluation from sereagent major should be substituted with opinion of commander. Seventh ,the right of evaluation should be gives to hiher sergeant or sergeant major. Eigth, the evaluation results should be open to the public from the starting point for its feedbacks. Ninth ,the allocation of points on evaluation and gab between the grade should be reduced and there should be the proposition of 3 years of period instead of 5 years. These nine results came from analyzing the data from question. By the way the only insufficient thing in analyzing is that the present state of dazzing effect ,geberosity tendency , application on evaluating is not suggested. But these results and data must be helped to be efficient of evaluation on sergeants and personnel management . in addition, it is demanded that sergeant himself should take interests in the problems of his own and keep researching on them
