본 연구는 2013년 평가인증 운영체계의 주요 변경내용
8개 항목에 대한 성과를 검토하고 보완점을모색하고자 보육현장 종사자와 부모, 보육관계자를 대상으로 개선내용의 적절성에 대한 인식비교를하였다. 보육교직원 200명, 보육담당공무원, 심의위원, 현장관찰자 등 전문가집단 150명, 학부모 144명이 2014년 2월말에 시행된 온라인 설문조사에 참여하였다. 자체점검의 상시화와 소요기간 단축, 기본사항 중 필수항목 확대, 현장관찰일 미고지, 관찰자 파견 수 조정, 재참여수수료 부과 및 참여대상조정, 확인점검과 인증유효기간 연계 등 8개 항목으로 구성된 대상별 질문문항은 모두 동일하였으나보육교직원 대상으로 3개 문항이 추가되었다. 빈도, 백분율로 일반적 인식수준을 알아보았으며, 집단별 비교를 위해 1차적으로 집단의 크기가 같은 전문가 세 집단 간 분산분석을 하였고, 통계적 유의차가 없는 경우 2차적으로 세 집단을 하나로 묶은 전문가집단, 보육교직원, 부모의 세 집단을 대상으로분산분석을 하였다. 분석결과 2013년 평가인증 운영체계 변경내용 각 항목별 집단차이는 있었으나전체적으로 긍정적인 평가를 하여 주요개정사항들은 적절하고 필요한 조처였다고 판단된다. 그러나법적준수를 요구하는 기본사항 확인내용 점검과정의 일원화, 유효기간 단축과 불인증, 재참여기회제한 등 기준점수 미달기관의 관리방안과 현장관찰일 사전고지 및 불시방문에 대한 보육현장의 부담에 대해 좀 더 심도 있는 검토가 필요한 것으로 나타나 이에 대한 개선안을 제언하였다.

This study aims to examine th
e effects of the main eight items amended in the 2013 child care centeraccreditation system and to provide suggestions. The participants in the study were 200 child carecenter teachers and staff; 150 professionals consisting of public officials in charge of child care,members for the accreditation committee, and inspectors at the site; and 144 parents. Theyparticipated in an on-line questionnaire survey conducted during the end of February, 2014. Thesurvey questions regarding the eight changed items were the same to all the three participatinggroups, and three more questions were asked to child care center teachers and staff. The collecteddata were analyzed with frequencies and percentages to present general recognition level. For agroup comparison, analysis of variance was first performed among 3 professional groups, all ofwhich has the same size. When there was not a statistically significant difference among the threegroups, the second analysis of variance was done among three groups of professionals including thethree groups, teachers and staff, and parents. The results showed that there were differences inrecognition among the groups regarding each changed item in the 2013 child care center accreditationsystem, but overall, the groups evaluated the main amendments positively and the changes wereconsidered appropriate and necessary. However, it was found that in-depth reviews are needed ofprocedure unification to check the basics to require legal compliance; management of unaccreditedcenters such as valid period reduction and no accreditation, or limit for re-accreditation application;and the burdens of child care centers about surprise visits and notice of inspection dates in advance.
