전 세계적인 경기침체 속에서 대량생산체제가 위기에 직면
하면서 지역경제는 새로운 대안적 발전모델을 요구하고 있다. 새로운 패러다임은 개별지역이 배태(embedded)하고 있는 사회제도적 환경과 네트워크를 지역경제 활성화의 관건적 요건으로 강조하고 있다. 본 연구는 산업지구론의 이론적 틀에 온주사례를 적용함으로서 지역경제의 역동성과 중국적 특수성을 파악하고자 한다. 이는 긍극적으로 중국경제의 실체를 이해하는 출발점일 뿐만 아니라 낙후지역발전을 위한 교훈으로 작용할 것이다. 산업지구론에 근거한 온주지역의 분석은 크게 세부분으로 나누어 진행하였다. 첫째, 온주의 객관적 조건과 관련하여 지리적 조건과 사회문화적 배경을 분석하였다. 둘째, 온주지역경제구조의 특성을 파악하기 위해 계획경제체제의 영향과 개혁개방이후에 등장한 민간기업과 전문시장의 발전과정을 분석하였다. 마지막으로 온주지역의 경제운영메커니즘에 관한 분석은 지역내 노동분업과 기업네트워크의 형성과정에서 지방정부의 역할을 분석하였다. 이상의 분석을 통해 온주지역은 생산체계가 아닌 생산관계의 변화를 통해 산업지구의 모습을 형성해왔음을 확인할 수 있었다. 특히 외형적인 측면에서 제 3이태리와 유사한 모습을 보이고 있으나, 온주지역의 생산활동은 소규모 기업에 의한 지역별 대량생산체제의 형성과 농촌지역의 풍부한 잉여인력을 활용한 양적 유연성을 동시에 추구하였다.

Today, the crisis of mass pro
duction system is requesting an alternative model of development in the regional economics. The new paradigm is emphasizing the social networks with institutional conditions that embedded in the region. This research applies the Wenzhou based on the Marshallian Industrial District theory and tries to grasp the dynamics of regional economy in Wenzhou. This is the starting point to understand the substance of Chinese e economy and will act to the lesson for the under-development region. I will divide into three parts. First, I analyzed a geographical conditions and social background about a Wenzhou. Second, I analyzed the private enterprise and special market that appeared in the open policy. That is to grasp the characters of regional economy. Lastly, for the analysis about the economic operation mechanism in Wenzhou, I will analyze the roles of local government with a spatial division of labour in the inter-firm network. In conclusion, Wenzhou`s industrial districts are very similar with the third Italy externally. But the activity of production in Wenzhou pursued a quantitative flexibility, which applies abundant surplus labour in the rural with the system of mass production that are performed by small firms.
